I should perhaps point out that one of the Foreign Office amendments involves the deletion of part of the passage which Mr. Rees-Williams inserted in paragraph 2 of draft A. I am sorry that the Foreign Office have objected to the words in question which would certainly have given much satisfaction in Hong Kong, but I don't think that we should be able to persuade the Foreign Office to withdraw the objection, even on a ministerial level, and I would not like to see these two telegrams held up by an attempt to do so.
